In a report issued Friday, the ministry says the other 90 percent of these children acquire chronic ailments by their late teens. The ministry blames the poor state of children's health on a lack of immunization and booster shots, especially in Russia's more remote regions. In the Taimyr Peninsula region of northern Siberia, 13 out of every 1000 children have the measles, a rate more than 40 times higher than the national average.
The ministry also said drug and alcohol abuse remain major problems. The ministry says nearly eight out of every 1,000 children are registered as drug or alcohol abusers. It cited police statistics showing that 20 percent of teenagers have committed a crime while intoxicated.
