The Universal Declaration on Animal Welfare is a proposed inter-governmental agreement to recognize that animals are sentient, to prevent cruelty and reduce suffering, and to promote standards on the welfare of animals such as farm animals, companion animals, animals in scientific research, draught animals, wildlife and animals in recreation.
Working with animals, scientists have proposed that the assessment of animal welfare should include a mixture of different philosophical theories such as hedonism, perfectionism and preference theories.
The animals selected for a procedure should be of an appropriate species and quality and the maximum number required to obtain valid results. Methods such as mathematical models, computer simulation, and in vitro biological systems should be considered.
