事件四：I、J工作为钢筋混凝土项目，因在冬季施工，按照有关规范的规定，在混凝土浇注的过程中，采取了冬季施工措施，使这两项工作的作业时间均延长了2天，使用防冻剂等措施费分别为2000元、850元。
