背景资料

4个单位工程中,有3个已经办理中间交接,另一个完成了系统水压试验,正在进行单体试运行。建设单位组织编写了联动试运行方案,建立了试运行组织。在此条件下,建设单位决定把那个单位卫程中未完成单体试运行的设备纳入联动试运行一并进行试运行,联动试运行后补办中间交接手续。
在试运行过程中,已经办理中间交接的某单位工程中的一条管道出现有大量焊道泄漏,一台未进行单体试运行的设备出现故障,联动试运行中断。经分析认定,管道焊道泄漏属于施工质量问题。
问题
建设单位决定把未进行中间交接的单位工程一并进行联动试运行,试运行后补办中间交接手续的做法是否正确？为什么？
